Scope of work


1.0     Name of work :-

“Annual maintenance contract of RMPU of Sidwal,F/Lloyd,Amit, Amber,Lloyd Electric, Intech,Steslite & Daulatram make fitted on AC coaches of roof mounted design  for a period of three years.”

The details of scope of work, responsibility of Railway’s and contractor with detailed location of work of place, check list for preventive maintenance etc. are brought in special condition given below.

The work as per this tender call for the above mentioned work.

In case of any discrepancy / difference between description mentioned in the schedule of price and explanatory note of each item, the description specified in explanatory note shall be applicable.


Schedule Item no –1

Preventive maintenance (trip, monthly and IOH schedule) of AC package unit various make fitted on AC coach of roof mounted design within warranty period as per enclosed annexure-“E”

Schedule Item no –2

Preventive maintenance (trip, monthly and IOH schedule) of AC package unit various make fitted on AC coach of roof mounted design beyond warranty period as per enclosed annexure-“E”
Schedule Item no –3:-

The AC coaches will be periodic overhauled (POH) as per annexure “E”.

Schedule Item no –4
The defective compressor maneurope / Kirlosker make of RMPU type AC coaches will be replaced by new Scroll compressor as per annexure E&“F”.

Schedule Item no –5

The defective compressor Scroll of AC coaches will be replaced by new Scroll compressor as per  annexure E & “F”.

Schedule Item no –6

The defective steel frame will be Replaced by new steel frame Part no. RCAC-043

Schedule Item no –8
The defective condenser will be replaced by condenser unit Part No. RCAC-014

Schedule Item no –9
The defective evaporator unit will be replaced by new evaporator unit Part No. RCAC-013

SPECIAL CONDITIONS OF CONTRACT FOR ANNUAL MAINTENANCE CONTRACT OF RMPU FITTED IN LHB TYPE AC COACHES.


The following Special Conditions shall supplement and be read together with the General Conditions of Contract (GCC) of Central Railway and the extant orders along with the amendments, if any, issued by the Govt. of India, Ministry of Railways (Railway Board) from time to time. The GCC is priced publication, the copy is attached with this and the latest version may be purchased by the tenderers on payment of the prescribed price. The terms and conditions specified in special condition will prevail over any contrary condition reflected in GCC.


2.0     SCOPE OF WORK

 2.1        This contract covers the preventive maintenance of the Roof Mounted Package Unit (RMPU) of AC coaches. The contract shall be comprehensive in nature and covers all preventives as well as break down maintenance of RMPUs. Cost of servicing and replacement of components, equipment etc. shall be covered in the agreed rate of annual maintenance contract (AMC) ownership of defective components, which are replaced by working components, shall be with the Railway. As such released material are required to be returned by the contractor to Railway and acknowledged.

 2.2        The contractor shall carry out the preventive maintenance of each RMPU as per Annexure-E. Maintenance schedule of RMPU and AC control panel, to ensure trouble free service of the RMPU provided in RMPU type AC coaches. These schedules are trip schedule after every round trip of the coach, monthly schedule once in every calendar month, IOH schedule in every nine month and periodical overhaul (POH) schedule. Trip, monthly & IOH are to be done in the coaching depot and POH shall be done in workshop when coach visit in workshop for POH. In addition to preventive maintenance, all break down maintenance calls as and when reported, shall be attended by the contractor within the prescribed time as per clause 6 of these conditions.

 2.3        The para on Guarantee/Warranty in RDSO’s specification no. ELPS/SPEC/AC/03 (Rev.2) May 2009 and spec. no. ELPS/SPEC/AC/04 (Rev.3) May 2009 has been recommended to be modified and revised to - “Guarantee/warranty obligation of the equipments shall be as per IRS conditions of the contract”

 2.4        The manufacturer has given the warranty of RMPU for trouble free service for a period of 24 months from the date of commissioning or 18 months from the supply of RMPU whichever is earlier. As such different schedule items are considered for trip, monthly maintenance schedules for coaches within warranty and after warranty.

 2.5        The activities covered during preventive trip, monthly, IOH & POH are enclosed in Annexure “E”. Must change items for POH of AC coaches as standard and schedule of technical requirements (STR) for manufacture of all type of roof mounted AC package units as per annexure- II   

 2.6        Period of contract – Contract shall be for a period of 36 months.

 2.7        Force Major Clause: Force Major Clause is applicable as per clause (17) of GCC. In addition, AMC shall not cover the failure due to external circumstances such as accident, flood and theft.




3.0     Place of work :
3.1         The contract is applicable for RMPUs fitted on AC coaches, which have nominated Primary Maintenance (PM) Depots and secondary maintenance (SM) depots. Schedule maintenance shall be carried out at PM depot and nominated workshops whereas breakdown maintenance shall be carried out at PM or SM depot as the case may be. However, break down attention at SM be required only under exceptional circumstances. Following are the PM and SM depots of Central Railway trains. The locations may change during contract period.

3.2         Railway shall provide a tentative list of coaches, including the coach numbers, to be maintained at these depots, which are covered under this AMC. However, coach number and total number of coaches can vary to the extent required to meet traffic demand. New coaches are received from RCF/ICF to meet increased traffic requirement. Such coaches shall also be covered under AMC, for the period they are under warranty and beyond warranty respectively, during the currency of this contract. Also coaches having RMPUs of make other than Sidwal, and Fedders Lloyd, namely Intec Corporation, Amit Engineers, Amber enterprises, Lloyd Electric Engineering and Daulatram industries, Stesalit or any other make received in future, shall also be covered under AMC under the same terms and conditions of this contract.

3.3         In case the PM Depot of any coach is shifted to any other Depot/station on, central Railway, it shall continue in the contract. However, if coach is shifted to other Zonal Railways, it shall cease to be covered in the scope of this contract.

3.4         Variation in schedule quantity:
Although due care is exercised in arriving at schedule quantity, it may change due to arrival of new coaches from production units or transfer of coaches from/to other divisionals/Zonal Railways. Therefore, during the contract period, quantity may vary even beyond ±25% depending upon arrival of coaches from RCF,ICF or other zonal Railways.The variation in contract quantity shall be applicable and followed as per caluse no. 1.2.12 of part –I, chapter-II of tender book
